Chairman Johnson called the public hearing to consider amending the Town of Hudson Zoning Ordinance, to add repackaging to the Industrial District 105-13 B. (8) and 105-35 Definitions to order at 6:15 PM on Tuesday, August 5, 2008, at the Hudson Town Hall. Action will be taken at the regular Town Board Meeting immediately following the hearing. Present were Supervisors Dave Ostby, Gale Qualls, Tim Foster, and Ken Kolbe, and Clerk Vickie Shaw.

Chairman Johnson asked for comments in favor of the proposed ordinance change.

Motion by Supervisor Ostby, 2nd by Supervisor Qualls, to adjourn the public input portion of the Public Hearing to amend the zoning ordinance. Motion carried. (6:30 p.m.)

Chairman Jeff Johnson called the regular Hudson Town Board meeting to order at 6:34 PM on September 2, 2008, at the Hudson Town Hall. Present were Town Supervisors Dave Ostby, Ken Kolbe, Tim Foster, Gale Qualls, Treasurer Jacquie Smith, and Clerk Vickie Shaw.

Motion by Supervisor Foster, 2nd by Supervisor Kolbe to approve the agenda as presented but not necessarily in that order. Motion carried.

Motion by Supervisor Foster, 2nd by Supervisor Ostby, to accept the August minutes as presented. Motion carried.

Motion by Supervisor Ostby, 2nd by Supervisor Foster, to place the Plan Commission report on file. Motion carried.

Chairman Johnson presented the Building Inspector’s report.

Motion by Supervisor Ostby, 2nd by Supervisor Qualls, to approve the Building Inspector’s report and place it on file. Motion carried.

Motion by Supervisor Ostby, 2nd by Supervisor Kolbe, to approve the Treasurer’s Report and presentation of bills and place them on file. Motion carried.

Dane Rudy reported that he has completed his Eagle Scout project. He thanked all the volunteers (155 volunteer hours) and all that donated to his project: Tru Value, Express Lube, Menards, Kernon Bast, and the City of Hudson. The Board thanked Dane for his hard work and the wonderful job on the split rail fence.

Motion by Chairman Johnson, 2nd by Supervisor Kolbe, to amend the Industrial District 105-13 B. (8) to read:
On-site storage of production equipment, materials and trucks and trailers is permissible when such uses are a direct support to the principal use of the site improvements and structures for the manufacturing, compounding, processing, packaging, repackaging, and/or assembly of products and materials.
and 105-35 Definitions:
Repackaging- The breaking down of entire shipments into smaller parcels for reshipping. Motion carried.

Discussion was held regarding the Adult Family homes located in the Town. Julie Schienle, REM WI, appeared before the board. She presented the Clerk with copies of the state licenses. Dick Stout, landlord for Heartview, Inc, reported that he would contact Heartview and let them know that the delinquent garbage needs to be paid and he would provide the Clerk with contact information. Terry Dunst, Town Attorney, reported that you cannot discriminate against housing, but that the businesses should report to the Town where they are located. Board consensus was that the Clerk follows up once she receives contact information and tries to work things out with each individual unit.

Motion by Supervisor Ostby, 2nd by Supervisor Foster, to approve the operator’s licenses for Cara Shimon, Amanda Hoff, and Emilee Affolter. Motion carried.

Motion by Supervisor Foster, 2nd by Supervisor Kolbe to correct the building inspector fees per the Building Inspector for unfinished basements from $20 to $15 and 1st Floor from $150 to $115. Motion carried.


Motion by Supervisor Ostby, 2nd by Supervisor Kolbe to set the date for the budget working session for Monday, September 22, 2008 at 6:30 pm. Motion carried.


Motion by Supervisor Ostby, 2nd by Supervisor Qualls to set the date for the Regular November Town Board meeting as Tuesday, October 28, 2008 at 6:30 pm at the Town Hall due to the Election on November 4, 2008. Motion carried.



The following resolution was then moved by Johnson and seconded by Foster:
RESOLUTION NO. 2008-1
INITIAL RESOLUTION AUTHORIZING NOT TO EXCEED $1,500,000 GENERAL OBLIGATION BONDS OR PROMISSORY NOTES FOR A LIBRARY PROJECT

and the resolution was declared adopted.
The following resolution was then moved by Johnson and seconded by Foster:

RESOLUTION AUTHORIZING THE TOWN OF HUDSON TO EXCEED THE LEVY LIMIT SPECIFIED UNDER SECTION 66.0602, WISCONSIN STATUTES ON AN ONGOING BASIS FOR LIBRARY COSTS

and the resolution was declared adopted.

A RESOLUTION PROVIDING FOR A REFERENDUM ELECTION ON THE QUESTIONS OF APPROVAL OF AN INITIAL RESOLUTION AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR PROMISSORY NOTES AND AUTHORIZING THE TOWN TO EXCEED THE LEVY LIMIT UNDER SECTION 66.0602 WISCONSIN STATUTES
